Usually not. What you need to know is that birds cannot hear ultrasound under any conditions, as their hearing is almost completely in the same range as humans. In the case of dogs, our experience is that urban (typically smaller bodied) dogs absolutely cannot hear it, nor can mixed breeds and older purebreds. Only some hunting dog breeds have the hearing to detect ultrasonic alarms. Fortunately, they are usually so well trained that they will not bark at them, they will simply stand aside. We don't know of a similar pattern in cats, but even among them it's rare to find an individual that can hear. Cattle, pigs and other livestock are also not bothered by ultrasound.
Yes, you can take it off, because it's only there to protect it from scratches during manufacture and transport. However, in the long run, it's a good idea to remove it, as UV light can burn into the panel and reduce its efficiency.
Do the maths: if you reduce the wild damage rate in a hectare of maize from 70 to 10 percent, you will save 500 Eur with a 1000 eur animal repeller. So you don't think it's worth it?
